Family Jewels Reports Detail Activities By The C I A Considered Illegal or Inappropriate Span Decades
Part I of the Family Jewels brief gives us an overview of what the CIA and the US government in general, are capable of doing. Part I Link (Down while working on page). Furthermore, comments and statements made by various government officials really bring to light the decline of ethics, values, and morality of many of the heads of our departments, agencies, and branches, as well as many of our world leaders. This can permeate through the ranks and become out of control due to the precedents sent.
A gripping example, although a bit beyond the scope of this document would be the views of many government officials of the Bush Administration, such as General John Ashcroft, regarding what constitutes torture. This was evident on the ways many detainees at Guantanamo Bay were treated and how they [the US government] sincerely believe that they were in the right because for them, the end would justify the means of their actions. We will at some point in the future have our soldiers held prisoner. Is this type of behavior short sighted. Will we be horrified by our soldiers being subjected to this treatment, using us as precedents.
This decline in morals and their deteriorating view of human rights which culminated decades and decades ago, have perhaps, led to the horrifying activities that the CIA were engaged in, and are still actively engaged in. This takes us to Part II of the detailed brief of the family jewels wherein we will be highlighting the heinous human experimentation on U.S. citizens, unwitting victims. Yes, that is right, U.S. citizens. These are unsuspecting citizens, completely unaware that they are being drugged, mind controlled and brainwashed in the name of science.
It would have been less shocking and probably even acceptable if the subjects volunteered themselves. But why use unknowing subjects? Why not advertise for willing volunteers? This is because many of the experiments that they conduct, the procedures that they subject the victims to are highly illegal and unethical. Not only because the processes they use can be painful, irreversible and dangerous, but the purpose is itself taboo, and condemnable.
Physicians for Human Rights uncovered the truth on human experimentation using prisoners in the CIAs custody during the Bush Administration. The experiments conducted were not only both illegal and unethical but they were in fact proven to be experiments on torture. The experiments conducted were part of the Enhanced Interrogation Program.

"Such acts may be seen as the conduct of research and experimentation by health professionals on prisoners, which could violate accepted standards of medical ethics, as well as domestic and international law. These practices could, in some cases, constitute war crimes and crimes against humanity."
It is were this has continually lead in our, U.S. history, using U.S. Citizens, civilians and military personnel. Their continual position is it is OK if you can rationalize the surreptitious behavior, if the end would justify the means of their actions. There are 300 million citizens in the U.S. It is only 300 young people, old people, or any one for that matter that they will use for an experiment. President Clinton apologized for thousand of experiments using U.S. citizens. Their stance is directly in line with the statement “think of the benefit” it is only 300 to learn what is hand at that moment. Willfully ignoring the Laws, and the rights of the individual. It is reckless rationalizing of behavior that is egregious. And, as long as it is surreptitious there is an extremely small chance they will be scrutinized. We would have a different view when it is our loved ones, or ourselves. There needs to be a zero tolerance for the use of human-beings used for human experimentation. Turning a blind is the same as engaging in the Nuremberg Code violating behavior. As well as allowing it, and welcoming or using the results. It is simply human nature when you see this behavior in anyway, accepted in anyone, or rationalized in anyway and then find a way to rationalize when you benefit, such as the funding of your department; rationalizing with the though, or statement, think of the “overall” good that you or your department brings to society. Building on what has been done “what is the harm with A”, although it took B,C,D,E, and F to achieve A is doing the same as directly participating, and is intentionally finding a way to hide your involvement from yourself. What did it take for A to have an outcome or to work.
The the reason why they use unwitting victims. Not only are the experiments illegal but who in their right mind would want to subject themselves to such torture? The question of when the CIA started being so unethically bankrupt could probably be answered by the Family Jewels. Part 1 of the brief will lay the foundation of our argument regarding the far to often untrustworthiness and the underhanded ways the CIA operates. Especially in regard to this subject, or when rationalizing the use of unwitting victims. It may be worth mentioning again the more they state they curtailed, or stopped the less oversight and the less check and balance there is. Part 2 of the brief gives us a clear, albeit heavily censored version of the criminal activities of the US government targeting innocent, unwitting individuals. This time, they have moved from targeting dictators, criminals and delinquents to targeting everyday people. Innocent people such as you, your family and friends are at risk.
Although these snippets of evidence date back decades, and no matter how much the CIA and the government assure the people that they are no longer happening, evidence of human experimentation on unwitting victims continue to surface every so often.

Domestic Tests for Agency Research and Development Efforts Remote Physiological Measurements - An (Office of Research and Development) ORD-Developed *censored* is being tested at a contractor's site for use as a remote cardiograph *censored*.
Some tests subjects are witting, but most tests are on naive subjects (they do not know they are being tested). The *censored* is completely harmless and the tests results are closely held.
Page 434 of Family Jewels Report admitted to administering mind and personality altering drugs to unwitting victims. The memo was titled “Potentially Embarrassing Agency Activities”. We believe that the admission proved to be more than just embarrassing for the CIA; it was not only irresponsible but outright appalling.
Subprogram 119 of MKULTRA pertains to influencing the behavior of the unwitting victim from afar using things such as electromagnetic energy.
Some memo's certainly pertain to a very well know program using unwitting U.S. Citizens, which is MKULTRA it had a 149 known subprograms. (wikipedia link) MKULTRA, was an illegal CIA human experimentation program that ran from the early 1950s, and supposedly, only until, the late 1960s or early 1970's. Although there is no longer a “Project MKULTRA”, there are still human experimentation that are conducted on thousands of unwitting US citizens, albeit under different code names. Additionally, these heinous illegal experiments were not only originally funded using taxpayer dollars, the technology, methods and techniques where as well. Who's hands it is in is as concerning as what they have employed.
We hear about some of the drugs that the CIA used, such as Lysergic acid diethylamide or LSD. Those who are engaged in, or attempt to minimize, the use of unwitting victims will attempt to overshadow, or bury what they are engaged in under this type of thing. Even the use of LSD was to attempt to augment the ability to control human behavior. It is the blatant use of U.S. Citizens for anything that they dream up, or presents itself that is appalling. LSD many times was used in very low dosages, again it was used to augment, with other foreign substances, what other experiments they are engaged in. Documented deaths using the surreptitious use of foreign substances are know, such as the death caused by the unconscious LSD administration of Frank Olson, a US Army biochemist and biological weapons researcher. Olson fell to his death, either he jumped, or he was pushed out of a a 13 story hotel window while his mind was altered by the effects of the drug. The version of Olson’s death is still disputed and many claims it was no accident but murder. During that time, it was made out that the death was a suicide. However, during the CIA's internal investigation, it was found out that the death occurred during an MKULTRA experiment. This is what usually happens it takes pressure to ensure that the covers are exposed and the truth behind the egregious behavior become known. However, the fact of the matter is that due to this illegal human experimentation the CIA caused the death of at least this innocent man. And this undoubtedly is only the tip of the iceberg.
In the Legacy of Ashes: The History of the CIA, Tim Weiner wrote that some of the subjects were dosed with LSD for 77 days straight. Other drugs were used to function like truth serums. A combination of barbiturates (depressants) and amphetamines (psycho-stimulant drug) were intravenously administered to subjects. Other drugs that were used for human experimentation were sodium pentothal, ergine and scopolamine, morphine, and heroin.
As Senator Glenn stated the department of agriculture keeps better records on the number of hamsters used in experimentation than are kept for human beings used in experimentation The Family Jewels Project gives some but not a lot of information on human experimentation. Seeing that most MKULTRA files were destroyed in 1973 by a destruction of document order from the CIA director himself, due the severity of using human beings for human experimentation, it is not surprising that a full investigation of the covert mission is impossible. Fortunately however, some of the truths were able to come to light as 20,000 MKULTRA documents were mistakenly stored and therefore survived the purge. It was reported in the New York Times that the CIA indeed conducted unethical and illegal experiments on cognizant and more so, on unwitting US citizens.
The victims and the information are in an extremely aggressive way suppressed, by well greased mechanisms, such as Cointelpro tactics.
